West Lindsey District Council has ‘gone live’ with a new management structure as part of the council’s continued entrepreneurial and more commercial model of working.
Mrs. Penny Sharp has been appointed as Commercial Director and will be leading on a new commercial agenda for the Coucnil. Mr. Mark Sturgess has been appointed to the post of Chief Operating Officer and will deal with the day to day services and as Director of Resources Ian Knowles will continue the council’s transformation agenda – making sure the council is fit for the future.
Mrs. Sharp joined West Lindsey District Council on 30th June from a community and mental health NHS Foundation Trust, where she was interim Assistant Director responsible for local authority partnerships and transformation. In that role she developed major partnership projects and joint ventures such as new housing development and a joint health and local government centre.
Penny has over 16-years experience working in both District and Metropolitan Borough councils in Canterbury, Manchester and latterly Rochdale – leading on regeneration, community and corporate services as a director.
Mr. Knowles started his role as Director of Resources on 12th May. He joins the authority after being Corporate Director at Yorkshire Purchasing Organisation and was an Assistant Director at Hertfordshire County Council before that.
Ian’s background in leading support services including Operational Development, Human Resources, Information and Computer Technologies, Corporate Governance, Change Management and Corporate Finance, spending 10-years in children’s services helping to establish Connexions in South Yorkshire.
Mr. Sturgess has worked for West Lindsey since 2010 having previously been Planning and Development Service Manager and then Director of Regeneration and Planning. Before joining West Lindsey he was a General Manager at Purbeck District Council in Dorset for 10 years.
Whilst Mark has a planning background he has managed the establishment of a local strategic partnership, economic development and housing teams. He is also an accredited peer with the local government association.
